The tragic 2004 Indian Ocean Tsunami was a catalyst for examining Thailand's disaster laws. In 2006, IFRC Disaster Law released a report on Legal Issues from the International Response to the Tsunami in Thailand, which contained recommendations on the need to further strengthen legal preparedness for future emergencies.
IFRC Disaster Law works closely with The Thai Red Cross Society and government to support disaster law in Thailand. We have published guidelines on international disaster assistance for Thailand and have advocated for stronger procedures to coordinate, facilitate and regulate international disaster assistance in Thailand in line with International Disaster Response Laws (IDRL) Guidelines. We have also hosted workshops on disaster preparedness and response in Thailand, in conjunction with the Thai Department of Disaster Prevention and Mitigation and The Thai Red Cross Society and commissioned research on the COVID-19 pandemic.
IFRC Disaster Law has conducted a desk review of national level disaster laws and policies in Thailand, as part of a project analysing the disaster laws of ASEAN Member States. The desk review focused specifically on the implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) at domestic level and culminated in a collection of Country Profiles, including Thailand, and a Regional Stocktake.
