A panel of experts on disaster law came together to discuss the Draft Articles on the Protection of Persons in the Event of Disasters and the prospect of the first global treaty for disasters.
IFRC hosted the high-level webinar on the 12 of July to raise awareness of the current discussions on the Draft Articles.
The Draft Articles address issues such as human rights and the protection of people in disasters, humanitarian principles, international cooperation, disaster risk reduction, and the responsibilities of states in external disaster assistance scenarios. IFRC's position paper on the Draft Articles can be found here.
The webinar was moderated by Finau Leveni and Ambassador Antonio M. Lagdameo, the Permanent Representative of the Philippines to the United Nations opened the webinar.
The panel included:
- Dr. Suphanvasa Chotikajan Tang - Director-General of the Department of Treaties and Legal Affairs, Ministry of Foreign Affairs of Thailand
- Jeanett Vea - Chargé d'Affaires a.i., Permanent Mission of Tonga to the UN
- Adelina Kamal - humanitarian and disaster management practitioner, international policy development analyst, steering committee member of the Southeast Asian Women Peace Mediators
- Dr. W. John Hopkins - Professor of Comparative Public Law specialising in disaster law and sub-national governance, Director of the LEAD Institute of Law Emergencies and Disasters
- Marco Toscano-Rivalta - Chief of the Regional Office for Asia and the Pacific of the United Nations Office for Disaster Risk Reduction
