In Tajikistan, IFRC Disaster Law piloted the Checklist on Law and Disaster Preparedness and Response to identify legal and institutional gaps and areas needing further strengthening. To further advocate for an effective disaster risk management governance system, IFRC Disaster Law is actively supporting disaster response drills and simulation exercises and advocating for the need of stronger legal frameworks for disaster preparedness, response, and risk reduction.  

IFRC Disaster Law also providing technical assistance to the Red Crescent Society of Tajikistan (RCST) and the Government in drafting new legal instruments. Through its research and analysis of Tajikistan's disaster legislation, the IFRC and RCST aimed to provide the Government of Tajikistan with a comprehensive overview of existing legal framework for disaster risk management, together with recommendations for its further strengthening.  

Within the framework of the DG ECHO PPP, the RCST conducted two comprehensive reviews of Tajikistan’s disaster law framework. The first focused on four key areas: international disaster assistance, disaster risk reduction, disaster preparedness and response, public health emergency and law. The second provided a detailed review of the country’s legislation in relation to IDRL, identifying legislative gaps and challenges and developing recommendations for improvement.  The findings were presented and discussed at various national and regional platforms in 2025. These discussions aimed to enhance understanding of legal frameworks governing disaster response, clarify institutional roles and responsibilities for international assistance, and identify legal and procedural gaps in contingency planning. A consolidated set of recommendations was subsequently shared with the Committee for emergency situations of the Republic of Tajikistan (CoES). 

Building on these efforts, the IFRC continues to support the RCST in providing assistance to the Government of Tajikistan to further strengthen its national disaster law framework.
