In 2012, the Law and Regulation for DRR in Uruguay: A National Law Desk Survey was developed, a study on institutional frameworks, community participation, accountability and early warning actions on Disaster Risk Reduction.
In 2020, Uruguay was one of the countries examined in the COVID-19 Emergency Decree Research, which presents findings and recommendations based on the response to COVID-19 and the accessibility of international humanitarian aid.
In 2022, an IDRL Country Sheet- Uruguay was produced, which identifies the main legal obstacles to international relief and initial recovery operations, based on the law relating to disasters and international humanitarian assistance.
Also in 2022 the Study for the Strengthening of the Auxiliary Role of the National Societies of Southern Cone was developed and Uruguayan Red Cross was one of the National Societies included. The study incorporated an advocacy strategy that prioritizes the implementation of a Red Cross constitutive law.
A 2025 study was conducted on the legal and institutional framework for disaster risk governance through a climate resilience lens, encompassing ,amy national instruments, including the foundational Law 18621 creating the National Emergency System (SINAE) and its implementing Decree 65/2020, the Environmental Protection Law, the Territorial Planning and Sustainable Development Law, the Decentralization Law, climate change policy frameworks including the National Climate Change Policy (PNCC), and associated national plans for disaster risk management and coastal adaptation. Consultations were conducted with national authorities and validated with technical focal points from the Uruguayan Red Cross and IFRC. The study's recommendations — focused on operationalizing SINAE's integral risk management approach, deepening GRD-climate change policy coherence, strengthening local coordination bodies (CECOEDs and CECOEMs), and diversifying financial instruments, provide a concrete advocacy platform that the National Society with the IFRC - disaster law team are well positioned to advance with national authorities.
