In 2015, a seminar on International Disaster Response Law was held in Paraguay, addressed to the National Society key personnel, the National Emergency Secretariat and other government entities. In the same year, a bill was drafted to introduce a law to establish facilitation of international disaster relief operations and initial recovery assistance. In 2016, lectures on disaster law were given at Paraguayan universities at the El Cabildo cultural center in Asunción.

In 2018, the Sendai Framework National Implementation Plan 2018-2022 (Plan Nacional de Implementación del Marco Sendai 2018-2022) establishes as part of the 2022 goals to strengthen national laws and procedures on international cooperation, based on the Guidelines on the Facilitation and National Regulation of International Disaster Relief and Initial Recovery Assistance (IFRC’s IDRL Guidelines). The 2022 target considers the creation of a coordination and integration body for the organization of international cooperation in emergency or disaster situations, coordinated by the SEN and the Ministry of Foreign Affairs.

 A 2025 study was conducted  under the Irish Aid-funded project "Expanding Cross-Pillar Early Warning Early Action for Climate-related Hazards  analyzed Paraguay's legal and institutional framework for disaster risk governance with a focus on climate resilience. The study was conducted drawing on IFRC's 2023 Disaster Risk Governance Guidelines as its methodological reference. The legal corpus reviewed spanned Law 2615/2005 creating the National Emergency Secretariat (SEN) and its implementing decrees, the National Climate Change Law (5875/2017), the Organic Municipal Law, the National Policy for Disaster Risk Management and Reduction, the National Adaptation Strategy and Plan for Climate Change, the National Sendai Implementation Plan, and the National Development Plan 2030. Alongside documentary analysis, the methodology incorporated inputs from consultations with national authorities. 

The study found that Paraguay has established a functional legal architecture centered on the SEN, with Law 2615 providing a broadly comprehensive framework covering prevention, preparedness, mitigation, response, recovery and rehabilitation. The study's recommendations — focused on identifying strategic entry points for legal reform, strengthening inter-institutional alliances, and prioritizing anticipatory action within the policy cycle — provide a concrete advocacy platform to advocate for.
