IFRC Disaster Law and the Peruvian Red Cross are currently working with the National Institute of Civil Defense (INDECI) on the development of an International Disaster Response Law based on the IDRL Model Act. In 2019, Peru adopted a regulation which incorporated key recommendations made by IFRC Disaster Law based on the Checklist on Law and Disaster Risk Reduction. A study of legal preparedness to receive international assistance in Peru was published in 2012.
In 2021, based on the IFRC Guide to Strengthening the Auxiliary Role through Law and Policy, Peruvian Red Cross revised how the National Society's auxiliary role is recognized in sectoral laws, policies plans and agreements. It also reviewed legal facilities, enabling them to conduct their operations more efficiently and effectively. The report’s findings and recommendations, as well as next steps, suggested an advocacy strategy and roadmap be developed, focusing on promoting a Red Cross constitutive law, an IDRL report and strengthened legislative advocacy capacities.
