In 2025, the Americas IDRL Working Group coordinated a tabletop exercise with over 50 disaster management stakeholders in Guyana under the technical leadership of the IFRC Disaster Law team and CDEMA. The purpose of the exercise was to test the Model IDRL Provisions developed by the Working Group as well as the laws and policies in Guyana on the capacity of the country to respond to a large-scale disaster requiring international humanitarian assistance.
Further, the exercise provided an opportunity to develop recommendations to address gaps and action plans for implementation. A key outcome of the exercise was the incorporation of the recommendations for implementation by the Guyana Civil Defence Commission through their CDEMA Country Work Programme.
