The IFRC Disaster Law team has conducted research and actioned disaster risk management activities in Togo to support in building their capacity on their auxiliary role through the revision of their constituting acts and the revision of DRM-related frameworks, better strategic positioning with public authorities.
The Togolese Red Cross Society has taken part in numerous IFRC workshops and events including our Disaster Risk Reduction Learning Retreat with sessions focused on the role of DRR and Law as well as a Town Hall focused on the role of Legal Frameworks in supporting EWEA, both of which created the space for participants to deeply understand their respective roles and responsibilities in contributing to the development of these frameworks. In 2021, a desktop mapping of Togo’s legal framework applicable to international disaster response was conducted as part of a larger exercise covering the region.
In 2026, a capacity strengthening workshop was co-facilitated with the National Agency for Civil Protection (ANPC) and the Togolese Red Cross. Extensive discussions with members of the National Platform for Disaster Risk Reduction have highlighted the need for a comprehensive DRM and climate change adaptation (CCA) institutional, policy and legislative frameworks to address existing gaps in coordination, the facilitation of international assistance, disaster risk financing, and early warning and early action systems. A key outcome of this was the ambition of developing a DRR Law.
