In January, the Brookings-Bern Project on Internal Displacement and the American Society of International Law published a new book about the incorporation of the Guiding Principles on Internal Displacement into domestic legislation. The book is a compilation of studies that were prepared in the context of a project by Dr. Walter Kalin, Representative of the UN Secretary-General on the human rights of internally displaced persons, to develop a manual for lawmakers on incorporating internally displaced persons’ rights in law. The manual, which drew on the conclusions of the studies included in this book, was published in 2008.
The book includes two chapters contributed by the IFRC’s IDRL programme. The first examines the right to humanitarian assistance, compiling the wealth of international instruments supporting the existence of such a right and surveying how it has been articulated in legislation in various countries. The second addresses legal implementation of human rights obligations to prevent displacement due to natural disasters.
