This study was conducted in 2006 and draws on desk research and a series of interviews with government and relief providers on the various legal issues arising during the tsunami operation in Thailand. It reveals the many challenges posed by having an unclear and uncertain legal environment for international disaster response actors, particularly on the issue of NGO registration and legal status, as well as the need for greater adherence to international standards of quality and accountability.
