Kenya Red Cross is a champion for the development of disaster law. In 2014, Kenya Red Cross completed an International Disaster Response Law (IDRL) study, analysing the existing legal and policy frameworks for disaster risk management and response in Kenya with a focus on the facilitation and regulation of international disaster assistance. The report recommended that a comprehensive policy and legislation on disaster management be developed with a note to include key IDRL elements. The report also called for a strengthened oversight and coordination of international assistance as well as a more harmonized approach among agencies involved in disaster management. Kenya Red Cross continues to support county governments in the development of disaster risk management and climate change adaptation laws in line with the existing national policies and strategies.

Kenya Red Cross has recently undertaken a study to assess the linkages between climate change adaptation and disaster risk reduction in the country’s normative and institutional frameworks both at the national and county level. This study is part of the Irish Research Council MSCA CAROLINE Research Project "Leave No One Behind — Developing Climate-Smart/Disaster Risk Management Laws that Protect People in Vulnerable Situations for a Comprehensive Implementation of the UN Agenda 2030". The study is expected to support the identification of good practices, drivers and main challenges faced in the inclusion of climate change adaptation perspectives within disaster risk management policies and vice versa.

In continuing our support in strengthening disaster-related legal frameworks in the country, in 2023 the Disaster Law team provided support to the Kenya Red Cross Society (KRCS) in the development and review of its Auxiliary Role mapping.
