South Sudan Red Cross supported the Ministry of Humanitarian Affairs and Disaster Management (MHADM) in the finalisation of the National Disaster Risk Reduction Strategy. The Strategy, which is aligned with the Sendai Framework, outlines the institutional framework for disaster risk reduction within the Ministry as well as the core functions of the various actors involved in different sectors of disaster risk management.

With the support of IFRC Disaster Law, South Sudan Red Cross also provided technical support in the drafting and finalisation of the National Disaster Risk Management Policy, which was adopted in 2021. Additionally, IFRC Disaster Law, alongside South Sudan Red Cross, supported the MHADM in the facilitation of trainings for customs authorities on domestic regulations for international assistance. The support aimed at increasing awareness of International Disaster Response Law and how it can be incorporated into existing domestic customs frameworks.

In 2021, the IFRC Disaster Law was requested by the MHADM and South Sudan Red Cross to support the development of a national Disaster Risk Management Bill (DRM Bill). IFRC Disaster Law recruited a consultant to support the DRM Bill national taskforce in drafting of the bill as well as carrying out consultations with key stakeholders. In addition to stakeholder consultations with various government ministries, INGOs and academia (undertaken in Juba with the support of the MHADM and South Sudan Red Cross), a zero draft of the Bill has been prepared and is expected to be taken through state level consultations ahead of a national level validation in 2022.
