Peru: Drafting new protocols and procedures for international disaster assistance

This September, Peru initiated a process to further develop its legal framework for international disaster assistance.

This process was mandated by Peru’s Regulation of the National System for Disaster Risk Management (SINAGERD), adopted in May 2011, which provides for the elaboration of a norm to facilitate humanitarian operations in Peru “in accordance with International Disaster Response Laws, Rules and Regulations.”

A multi-sectorial governmental working group is tasked to provide technical advice for drafting the protocols and procedures, which will govern the management of international humanitarian assistance in Peru. The IFRC and the Peruvian Red Cross are lending their support to this initiative with a disaster law expert assisting the National Institute of Civil Defence (INDECI) and the working group in the drafting.

The protocols and procedures will draw on the recommendations of the IFRC’s report on legal preparedness for international disaster assistance in Peru (2012), the Model act for the facilitation and regulation of international disaster response and initial recovery assistance, and the lessons learned from the INSARAG regional desk simulation, which will take place early October in Peru. The simulation will test the efficiency of current mechanisms in place in the country for the entry and coordination of international humanitarian assistance.
