Throughout 2025, IFRC Disaster Law worked alongside Red Cross and Red Crescent National Societies, governments and regional organizations to strengthen legal preparedness for disasters and translate legal preparedness into practical action. Four new instruments incorporating IFRC Disaster Law recommendations were adopted, while four simulation exercises helped test the implementation of domestic and regional frameworks. The team also provided technical support to 22 governments across the globe, while 42 National Societies were supported in building their capacity on their auxiliary role.
The report highlights achievements across every region. These range from supporting the development of the African Union Model Act on Disaster Preparedness and Response in Humanitarian Context and the testing of regional provisions on international disaster assistance in the Caribbean, to work supporting early warning early action in the Pacific and the development of a draft regional agreement on international disaster response in Central Asia. In the Middle East and North Africa, expanding partnerships and the first regional workshop on disaster risk governance and the auxiliary role brought National Societies together to strengthen their disaster law and legislative advocacy capacities.
A major focus in 2025 was the future treaty on the protection of persons in the event of disasters. IFRC engaged governments, National Societies, regional organizations and academic experts to help ensure that the negotiations are grounded in humanitarian experience and address the practical legal challenges that arise when disasters strike.
More than a record of achievements, the report demonstrates how strong legal frameworks can clarify responsibilities, remove regulatory barriers and enable faster, more coordinated and people-centred action. As disaster and climate risks continue to grow, IFRC Disaster Law remains committed to helping governments and National Societies build resilient communities through effective laws and policies.
