The Libyan Red Crescent Society (LRCS) first engaged with IFRC's Disaster Law at the end of 2024, when a technical mission was conducted delivering capacity-building sessions on both disaster law and the auxiliary role of National Societies. 

These discussions brought into sharp focus the shortages in Libya's legal framework for disaster management — gaps whose consequences were demonstrated by the 2023 Derna floods, one of the deadliest disasters in the country's recent history. LRCS expressed strong readiness to engage in a structured law review process, drawing on the lessons of that response to build the case for legislative reform. 

LRCS is exceptionally well-placed to lead this advocacy effort. It holds a well-established and formally recognized auxiliary role to public authorities, commands strong trust and credibility across Libya's complex political landscape, and maintains direct access to the Libyan parliament as well as working relationships with both administrations operating in the country — a unique position that makes it a credible and effective interlocutor for legal reform. 

Building on this foundation, IFRC's Disaster Law Programme will deepen its engagement with LRCS and Libyan public authorities during 2026, advocating for a comprehensive legal framework for disaster risk management that establishes clear roles and responsibilities, dedicated funding mechanisms for preparedness, response, and recovery, and stronger overall legal preparedness across the country.
