IFRC's Disaster Law Programme and the Moroccan Red Crescent Society (MRCS) initiated their collaboration through a baseline assessment of the state of MRCS's auxiliary role to Moroccan public authorities, which revealed both the strengths of the existing relationship and the areas where formal recognition and engagement could be deepened. Morocco has made comparatively notable progress on disaster risk management legislation in the MENA region — including the adoption of a National DRM Strategy and a catastrophic risk insurance framework — yet gaps remain, particularly regarding the clarity of roles and responsibilities of humanitarian actors, coordination mechanisms at the subnational level, and the formal positioning of MRCS within the national DRM architecture. On the basis of this assessment, it was agreed that MRCS should strengthen its engagement and advocacy toward public authorities to address these gaps. 

At the end of 2025, MRCS initiated a comprehensive desk review of Morocco's legislative, regulatory, and policy frameworks governing disaster risk management, conducted based on an informal agreement between the Society and a multidisciplinary faculty team at the Larache Multidisciplinary Faculty, part of Abdelmalek Essaadi University, and using the DRM governance mapping tool developed by IFRC following the 2024 International Conference resolution on DRM governance. The first results of the mapping are expected during 2026, and will serve as the evidence base for targeted advocacy toward public authorities for legislative and regulatory reform — as well as for more clearly positioning and formalizing MRCS's auxiliary role within Morocco's national disaster management system.
