Compilation of proposals for amendments to the Draft Articles on the Protection of Persons in Disasters

The United Nations has issued a compilation of written proposals submitted by States on the draft articles on the protection of persons in the event of disasters in advance of the resumed session of the Sixth Committee from 6 to 10 April 2026. The publication of this document marks an important step in preparations for the upcoming negotiations on the treaty on the protection of persons in disasters.

The document brings together a wide range of proposed amendments from governments around the world, reflecting diverse perspectives on key provisions of the draft articles. These proposals address the full breadth of the draft articles, including their scope of application, the protection of persons affected by disasters, modalities of cooperation amongst States and between States and other assisting actors, and the management and facilitation of international disaster assistance.

The compilation aims to support ongoing intergovernmental consideration of the draft articles by providing a consolidated overview of States’ positions and areas of convergence and divergence. It will inform discussions on the development of an international legal framework on the protection of persons in disasters, set to be negotiated in Manila from 25 January to 12 February 2027.
