State proposals for amendments to the Draft Articles on the Protection of Persons in the Event of Disasters published ahead of treaty negotiations

PPED Proposal compilation

Following the decision by States to conclude a legally binding treaty on the Protection of Persons in the Event of Disasters (PPED) based on the International Law Commission’s (ILC) Draft Articles on the protection of persons in the event of disasters (Draft Articles), the process is now advancing toward formal treaty negotiations.

Twenty-six States and the European Union have submitted proposals in response to the United Nations Secretary-General’s invitation to States to propose amendments to the draft articles by 31 December 2025. The proposals received prior to the 31 December 2025 deadline will be compiled with a view to preparing the consolidated text that will serve as the basis for the negotiations of the legally binding instrument, while proposals received after the deadline will be included in a future revised version.

The consolidated compilation will be considered by States in the resumed session of the UN General Assembly’s Sixth Committee, scheduled to meet in New York from 6 to 10 April 2026. This process will refine the text that will guide formal treaty negotiations which are scheduled to take place in Manila from 25 January to 12 February 2027.

The breadth of submissions reflects growing State engagement in the development of the PPED treaty and marks an important step towards strengthening the international framework for the protection of persons affected by disasters.
