Democratic Republic of the Congo: Disaster Law supporting EVD outbreak response

After almost three years without an outbreak, the Democratic Republic of the Congo is currently facing its 16th Ebola Virus Disease (EVD) outbreak. As of the 28th September 2025, data from the US Centers of Disease Control (CDC) confirms that there are 64 confirmed cases, which include 42 Deaths. To support the ongoing response operation, the IFRC Disaster Law team has prepared an IDRL and Auxiliary Role Advocacy Fact Sheet. This tool provides key information on the legal and policy frameworks governing the entry and facilitation of international disaster assistance in DRC, and highlights the auxiliary role of the Red Cross of the Democratic Republic of the Congo. It also identifies potential gaps and makes recommendations to strengthen coordination, streamline customs and immigration procedures, and ensure humanitarian access.
