Honduras tests regional international disaster assistance tools

Honduras conducted a simulation exercise from 17 to 19 April to test the effectiveness of the Regional Mechanisms of Mutual Assistance in case of Disasters (MECREG). The simulation exercise was organised by the Honduras Permanent Contingency Commission, with support from UN OCHA and the World Food Programme.

On the first day of the exercise, a forum was held on instruments and tools for international humanitarian assistance in order to provide a discussion space on the main instruments and tools utilized by states and humanitarian actors for the coordination and management of assistance.  The Disaster Law Programme was invited to present on the IDRL Guidelines, the Model Act and the Regional Legal Compendium as relevant tools available to governments in strengthening their legal frameworks for the facilitation and regulation of international disaster relief.

“The Secretary of Foreign Affairs is very interested in revising the content of the Honduras Chancelleries Manual in light of the recommendations of IDRL Guidelines,” commented Fadua Ortez, Secretary of Foreign Affairs, who presented the Chancelleries Manual in the forum.

Through the simulation, MECREG tools including the Chancelleries Manual and the manual of the Coordination Centre for International Humanitarian Assistance (CCAHI) were tested to determine their effectiveness in a response operation, as well as participants’ knowledge of how to manage these tools.
